D.C. police have made a second arrest for the stabbing and strangulation death of a man found near a creek in a northeast Washington park.

Twenty-eight-year-old Mark Coats was arrested by police on Tuesday and was charged with first-degree murder while armed. Coats was involved in the death of 56-year-old Leroy Studevant, a vendor who sold newspapers and bottled water at Eastern Market.

Studevant was found unconscious near Marvin Gaye Park on New Year’s Eve in 2011. He was later pronounced dead. The cause of death was determined to be strangulation in association with blunt-force trauma.

Alex Cater, 31, was arrested in May of 2012 and charged with second-degree murder for Studevant’s death.
