Richard and Janet Dalby of Stafford, Virginia won the top prize of $4 million in the Virginia Lottery’s $4 Million Mega Multiplier Scratcher game. The winning ticket was purchased at Taylor’s Market, 3306 Jeff Davis Highway in Stafford. The couple opted to receive a one-time cash payment of more than $2.1 million, while Taylor’s Market received $10,000 bonus for selling the ticket.
