Emergency legislation signed in Friday will allow properly-registered residents to seek concealed carry permits in D.C. Mayor Vincent Gray signed the law in response to a federal judge’s July ruling that the District’s ban on carrying was unconstitutional. That order gave time until Oct. 22 to allow the city to appeal or change the legislation. The law was passed unanimously by the D.C. Council in September. The emergency law is in effect for 90 days, after which point it will be replaced by more permanent legislation. Applications are expected to open Oct. 22.
