Appeals court judges working on D.C. spending amendment ruling

D.C. awaits the ruling from the U.S. Court of Appeals hearing Friday on increased spending freedom from Congress. The case was heard by three judges, and concerns the ability of D.C. to spend locally raised funds without congressional oversight. A referendum last year endorsed passing a charter amendment to this effect, but many in the city and federal governments have argued that it is invalid. There is no word on when a decision is expected, but the judges stated that the November election turnover of those in office should not affect their ruling.
