According to Henrico County Police, 15-year-old Amanda Irby of Sandston died Wednesday at VCU Medical Center. Irby was a passenger in a car that went into the Chickahominy River Monday night. A woman, whose name has not been released, was also a passenger and remains in critical condition. Andrew Taylor Walters, 23 of Mechanicsville, was charged on Tuesday with felony eluding, second-offense driving on a suspended license, and providing false information to a law enforcement officer. Police say that an officer tried to stop the vehicle on Monday night because it was being driven erratically. The car then fled and officers couldn’t catch up to it. Half an hour later, rescue crews were called to the scene of a reported vehicle accident and found the car overturned in the river.
