Special envoy for Afghanistan and Pakistan, James Dobbins, spoke to the Senate Foreign Relations Committee on Thursday about the Obama’s administration’s plan to have no troops in the country after 2014. He said, “We do not believe that that’s the likely outcome of these negotiations.” He also described the “zero-action” plans as “unbalanced and unhelpful.”

Peter Lavoy, the acting assistant secretary of defense for Asian and Pacific security affairs also spoke at the hearing. He said, “The United States is transitioning in Afghanistan, not leaving.”
