U.S. District Judge Catherine Perry has issued a preliminary injunction against law enforcement in Ferguson, MO, stating that a police policy there violates the Constitution. The policy involves telling protesters that they must keep walking and not stand still. The policy was adopted August 18, and was seen in effect as recently as Sept. 27. Protests had begun a few days after the August 9 shooting death of unarmed black teenager Michael Brown by white police officer Darren Wilson. The case was brought by the ACLU. The judge ruled that officers do have the right to disperse protesters, restrict protests in certain areas and use other lawful crowd control measures. Judge Perry said, “This injunction prevents only the enforcement of an ad hoc rule developed for the Ferguson protests.”
