The Senate has approved President Obama’s plan to train and equip moderate Syrian rebels so that they can fight more efficiently against the Islamic State extremists they oppose. The decision showed divisions even among Democrats, many of them voting against it or agreeing now in the hope of long debates on the exact regulations on American military in the operation. The vote was 78 to 22, and when the House voted Wednesday, that vote was 273 to 156. The Senate adjourned Thursday night, and the House is expected to do the same soon. Both chambers are scheduled to reconvene after Election Day.
