White House shifts tactics in fight against heroin abuse

A new White House program, costing $5 million, is aimed to prioritize treatment for drug users over punishments. The program will involve hiring 15 drug intelligence officers and 15 health policy analysts to collect data on overdoses and share their findings with police officers on the street. This is intended to make it easier for law enforcement to find out where the drugs are coming from and being used, and also to increase cooperation between states. The program will be implemented in 15 states and will be funded for one year. Heroin use and related deaths have greatly increased over the past decade.
