Maryland – Noah’s Law to be signed by Gov. Hogan

Gov. Larry Hogan is preparing to sign Noah’s Law in Annapolis, one day after the man who hit and killed Montgomery County police officer Noah Leotta pleaded guilty to the crime. “It’s a good capstone that we have something positive from such a terrible tragedy,” said Leotta’s father, Rich Leotta. Luis Reluzco hit Leotta on Dec. 3, 2015, as Leotta was stopping another driver suspected of driving under the influence. Reluzco admitted to police he had been drinking that night and when tested later had a blood alcohol concentration at nearly three times the legal limit, along with drugs in his system. He pleaded guilty to vehicular manslaughter on Wednesday. After Leotta’s death, his family drafted Noah’s Law, which would require ignition interlock devices for anyone found driving drunk. Gov. Hogan has said he fully supports the law.
