MARYLAND NEWS – Harris to leave Governor Moore’s administration, named next CEO of Abell Foundation

Gov. Wes Moore’s top aide, Chief of Staff Fagan Harris, will step down in January 2026 to lead one of Baltimore’s most prominent philanthropic organizations. Harris, who has served as Moore’s chief of staff since 2022, will become president and CEO of the Abell Foundation, succeeding longtime leader Robert C. “Bob” Embry Jr.
Moore called Harris “one of the most consequential Chiefs of Staff in Maryland history,” praising his leadership on education reform and state policy. Harris, 38, said the Abell role was a “once-in-a-lifetime opportunity” to return to nonprofit work in his hometown, while also acknowledging the toll of a high-pressure government post.
Harris is the sixth senior official to depart Moore’s administration in recent months, as the governor prepares for reelection in 2026. Before joining Moore’s team, Harris co-founded Baltimore Corps, a nonprofit connecting underserved job seekers with opportunities. He credited Moore, a longtime mentor, with encouraging him to pursue the Abell position.
