Man charged with arson in fire in which wife died

District police have charged a man whose wife died as a result of a house fire. Robert Proctor, 76, was arrested on Tuesday and has been charged with arson. Proctor’s wife, Lucille Proctor, 80, was found dead after a fire in the Proctors’ row house on February 13.
