The Ukranian government has signed a preliminary protocol for a ceasefire with pro-Russia separatists at a meeting in Minsk. Ukrainian President Petro Poroshenko said that the truce would begin at 6:00 p.m. today in Ukraine’s local time zone. Russian representatives were present at and party to the peace talks, a fact which has been influencing discussion at the ongoing NATO summit. NATO leaders have agreed to set up a “spearhead” military force ready to deploy within days anywhere in the world. Western countries continue to prepare new sanctions against the Russian Federation in response to that country’s military support of separatists, an action which Russia denies.
