DC delegate petitions for mandatory inclusion of DC flag in military ceremonies

D.C. Delegate Eleanor Norton has written to the president and appealed to the Senate to require that the military raise flags for D.C. and U.S. territories whenever all 50 state flags are displayed. Norton became involved after she was contacted by Tomi Rucker whose son, Navy Seaman Jonathon Rucker, recently graduated from Naval Station Great Lakes. Tomi Rucker was upset when graduates from each state were honored at the ceremony by flag bearers waving their state flags. Rucker was left out because there was no flag to represent a graduate from the District of Columbia.
