VA police prepare to monitor sex offenders on Halloween

As part of a public safety initiative called Operation Porch Lights Out, Virginia law officers made random house calls to the homes of registered sex offenders on Halloween night. There are about 3,500 supervised sex offenders in Virginia; they are required to either stay at home with the lights out and not answer the door to trick-or-treaters, or attend designated meetings occurring during those hours.
