Massive bribery case involves NCIS agent and Navy commander
Two multi-million dollar bribery schemes are being investigated following the arrest of a U.S. Navy commander, an NCIS agent and a defense contractor, who were behind the plots. The U.S. attorney’s office in San Diego says that the millions of dollars can in the form of Navy contracts with payoffs like luxury travel and prostitution services.
Navy commander Michael Vannak Khem Misiewicz was deputy operations officer of the U.S. Seventh Fleet, and used that title to send ships to ports where contractor Leonard Glenn Francis’s company supplied certain services and supplies. Misiewicz was giving Francis, a native of Singapore, information that could harm U.S. national security, such as the future plans of Navy ships. The U.S. attorney’s office said “in return, Francis provided Misiewicz with paid travel, luxury hotel stays and prostitution services.”
NCIS Supervisory Special Agent John Beliveau II became involved when he gave Francis details about an NCIS fraud investigation into his company’s activity with the Navy. Beliveau received the same “rewards” that Francis provided Misiewicz.
The three men have been arrested, and could face up to five years in prison.
