On Monday, the Supreme court reinstated the murder conviction of James Kulbicki, a former Baltimore police sergeant. Kulbicki is convicted in the first-degree murder of his girlfriend in 1993. The Supreme Court ruled that the state court erred when it concluded that Kulbicki had received ineffective counsel as his attorneys did not much question the technology used to analyze the bullets from the crime scene.
