In November, FBI agent Eduardo Valdivia was accused of sexually assaulting young women under the pretense of offering them free tattoos to become models. Valdivia now faces two additional counts of second-degree rape and two counts of second-degree assault, bringing the total to 19 charges. If convicted, he faces up to 180 years in prison. Valdivia is accused of luring young women to his tattoo parlor in Gaithersburg or nearby hotels with promises of modeling opportunities. Court documents reveal that two women in their 20s were assaulted in May and September of last year.

A third victim, an 18-year-old high school student, reported finding Valdivia’s Instagram account, “DCFineLines,” and scheduling a tattoo appointment in August 2022. During her second visit in October, she claimed Valdivia asked her to be topless for a tattoo on her ribs, took photos of her covered by a blanket, and later assaulted her. Valdivia allegedly placed a bandage on her tattoo before carrying her to a couch, where she “became immediately aware of his intentions to engage her in sexual contact.”
